There are a variety of rooftops in DC where you can propose to your significant other. My favorites so far have been the 101 Constitution Rooftop Terrace, the Spy Museum, and the Kennedy Center, the Vue Rootfop DC, and The National Harbor.
All of these spots except the Kennedy Center requires coordination with the respsective event management team, but the views make it well worth it.
