I've photographed proposals inside and outside at the Kennedy Center, but my favorite spot is the roof. You've got a panoramic view of the city and Rosslyn so you've got a choice of backgrounds: Washington Monument, Lincoln, the Watergate Hotel, or the shiny buildings of Rosslyn just across the river.

An added benefit is that management at the Kennedy Center is happy to have you propose there and we won't even need a permit!
A downside is that sometimes the rooftop is closed due to high winds or private events, but the ground level terrace is usually open regardless. And if that isn't, there's the neighboring REACH add-on that's always available.
