Georgetown Waterfront Park is a great spot for a surprise proposal. There are a variety of locations in the park with different backgrounds for your proposal, with views of the Kennedy Center, Rosslyn, and the Key Bridge. There's also plenty of spots for your mini-engagement session afterwards.
